Which AI tools can turn an image into a video?
Last verified 2026-10-10Paid placement never changes our picks.
Short answer
As of October 2026, start with Adobe Firefly if you want to animate a photo with free daily generations, Kling AI if you want web, desktop and phone apps, and Luma if you want camera moves and transitions between frames. The main catch: free allowances are small or unstated, and Kling's plan prices could not be read on its site.

How to choose
- If you want to try before paying → Adobe Firefly (free daily generations, count not stated; Standard is $9.99 a month) or Runway (125 one-time free credits).
- If you want control over motion → Luma (its page lists camera motion, frame-to-frame transitions and scene extension for still images).
- If you want to create on a phone or desktop app → Kling AI (web, Windows, macOS, iOS and Android) or Adobe Firefly (web, iOS and Android).
- If clips are for clients → check the licence first: Pika's Free and Starter plans have no commercial licence, while Midjourney allows commercial use on paid plans (companies over $1M revenue need Pro or Mega).
- If you want several video models in one place → Runway or Luma (both host third-party models next to their own, so you can compare results without new accounts).

Where sources disagree
- Is image-to-video named on the official page?: Runway's and Pika's pricing pages do not name image-to-video; Runway describes video from reference images elsewhere. Listicles treat both as image-to-video tools. We kept them with that caveat.
- Prices for Kling, Hailuo and PixVerse: Their official pricing pages did not show readable amounts. Numbers circulating in roundups come from third-party sites, so we publish none.
- Canva and Pika free plans: Canva's page says 20 AI uses a month, a roundup says 200 a year. Pika's page shows no monthly free credits and no watermark; a roundup describes monthly free credits. We follow the official pages.
- Google Flow / Veo and OpenAI Sora: Both appear in many roundups. Google's plan pages we read do not document image-to-video, and Sora's current status was not verified, so neither is a pick.
