AI in Customer Service: what works, what doesn't, and what it costs (September 2026)

In 2026, AI in customer service does two jobs well. It helps human agents with suggested replies and summaries, and it answers routine, well-documented questions by chat around the clock. The measured gains are real but uneven, and they are largest for newer agents. Complex, emotional or policy-exception cases still need people. Companies remain responsible for what their bots say, including wrong answers about refunds or policies.

State of AI in Customer Service · September 2026

As of September 2026, AI in customer service is proven at helping human agents and handling routine chats; it is not ready to state policies unsupervised or to replace easy access to a person.

What AI can reliably do in Customer Service today

  1. 1

Proven Suggest replies and knowledge-base answers to live agents, which raises issues resolved per hour, especially for newer staff.

    Evidence

NBER 'Generative AI at Work' (2023), a study of 5,179 support agents: 14% more issues resolved per hour on average, and 34% more for novice and low-skilled workers. Source ↗

  2. 2

Proven Handle routine chats such as refunds, returns and payment questions end to end without a human.

    Evidence

Klarna (Feb 2024, company-reported): 2.3 million conversations, two-thirds of its chats, in the first month. Resolution time fell from 11 minutes to under 2. Source ↗

  3. 3

Proven Write running notes and case summaries during support conversations, which cuts agent handling time.

    Evidence

EMNLP 2025 industry paper on a production deployment: case handling time fell 3%, and up to 9% on complex cases, compared with summarizing after the conversation. Source ↗

  4. 4

Early Answer customers in dozens of languages, around the clock, from a single knowledge base.

    Evidence

Intercom (Feb 2024): its Fin AI agent reached general availability in 45 languages. One customer, Deliverect, reported more than 30% lower support volume (vendor-reported). Source ↗

  5. 5

Early Support back-office work: drafting knowledge articles, quality-scoring conversations and analyzing contact reasons.

    Evidence

Gartner (Oct 2025): names operations support (analytics, knowledge generation, QA) among the four most valuable AI areas. 75% of 265 service leaders reported higher AI budgets. Source ↗

A customer writes in, AI suggests the reply, and the agent sends it or hands off.

What it can't do, or where the risk is

  1. 1

Can't State refund, fare or warranty policies without error. The company is liable for what its chatbot tells customers.

    Evidence

ABA on Moffatt v. Air Canada (Feb 2024): a BC tribunal held Air Canada liable for its chatbot's wrong bereavement-fare answer and awarded about CA$650 plus interest and fees. Source ↗

  2. 2

Can't Replace easy access to a human. Many customers distrust support that is only AI.

    Evidence

Gartner (July 2024, 5,728 customers): 64% prefer companies not use AI for service, and 53% would consider switching. Their top concern was difficulty reaching a human. Source ↗

  3. 3

Can't Avoid doom loops and wrong answers on its own in regulated areas such as banking and payments.

    Evidence

CFPB report (June 2023): found doom loops, blocked access to humans, inaccurate LLM answers and chat-log security risks. It warns failures may violate consumer protection law. Source ↗

  4. 4

Can't Pose as a human while selling to Californians. Commercial bots must clearly disclose that they are bots.

    Evidence

California Business and Professions Code §17941 (the 2018 BOT Act, still in force in 2025): disclosure must be clear, conspicuous and reasonably designed to inform users. Source ↗

  5. 5

Can't Make outbound AI-voice calls to customers without the consent the TCPA requires.

    Evidence

FCC Declaratory Ruling (Feb 8, 2024): AI-generated voices are 'artificial' under the TCPA, so robocall consent rules apply to AI voice agents that place calls. Source ↗

The bot's answers bind the company, customers still want a human, and bots can trap people in loops.

Where to start

Small support team

Start with reply suggestions and summaries inside your help desk. Agents stay in control, and newer staff gain the most.

Support leader

Automate routine chats only with a clear route to a person, and make sure policy answers come from pages you keep current.

Bank, lender or insurer

Test for doom loops and wrong answers before launch. The CFPB warns these failures may break consumer-protection rules.

Regulation & risk

Cost & deployment reality

Verified starting prices for 4 of the tools below: $19 to $189 per month (median $42).

AI support agents are usually priced per outcome or per conversation. Intercom's Fin costs $0.99 per outcome, with a 50-outcome monthly minimum when used on another helpdesk. Intercom seats cost $29 to $132 per month. Salesforce Agentforce lists $2 per conversation, or $0.10 per action through Flex Credits.

Hidden costs: a billable "outcome" can include a handoff to a human, not only a full resolution. Agent-assist tools are often paid add-ons. Someone must also keep the knowledge base current: Gartner found only 14% of issues are fully resolved in self-service, and 43% of customers could not find relevant content.

In California, bots that sell to consumers must clearly disclose that they are bots, and outbound AI-voice calls fall under TCPA consent rules. Chat logs hold personal data, which the CFPB flags as a breach and phishing risk. Keep card numbers out of AI transcripts so they do not widen PCI scope.

Integration with the helpdesk, order system and identity checks decides whether the AI can take actions or only answer questions. A typical failure is over-automation. Klarna began recruiting human agents again in 2025, after saying a year earlier that its AI did the work of 700 agents.
