AI in Recruiting: what works, what doesn't, and what it costs (October 2026)

AI in recruiting is useful for scheduling, applicant questions and first-round screening conversations. A field experiment covering about 67,000 applications found AI-led phone interviews produced more job offers and starts than human-led ones. Resume ranking is riskier: a University of Washington test of three language models favored white-associated names 85% of the time, and a federal court let an age-discrimination collective action over Workday's screening tools proceed in May 2025. Employers stay legally responsible for the tools they use. Start with scheduling and structured interview notes, keep a person on every reject-or-advance decision, and compare selection rates by group before and after launch.

State of AI in Recruiting · October 2026

As of October 2026, AI is ready for scheduling and resume-wording help, still early for AI-led screening interviews and candidate recommendations, and not ready to rank resumes or reject applicants without human review and bias testing.

What AI can reliably do in Recruiting today

  1. 1

Early Run first-round screening interviews by voice AI while recruiters make every hiring decision.

    Evidence

Jabarian and Henkel, randomized field experiment (posted 2025, revised Sept 2026): 67,056 applications at a Philippine call-centre recruiter. AI-led interviews raised job offers 12% (8.70% to 9.73%), job starts 18% and 30-day retention 18%; 78% of applicants offered a choice picked the AI interviewer. One firm, entry-level customer-service roles only; recruiters could see which interviews were AI-led. Source ↗

  2. 2

Early Handle hiring admin: answer applicant questions, collect details, schedule interviews and send offers to candidates managers select.

    Evidence

Oct 2024: Chipotle rolled out the Paradox-built assistant ''Ava Cado'' across 3,500+ restaurants in four languages and expected up to 75% faster hiring for in-restaurant roles. This is a company projection, not an independent result. Source ↗

  3. 3

Early Recommend candidates to employers, which raised the share of job openings filled.

    Evidence

Horton, Journal of Labor Economics, April 2017: field experiment on an online labor market. Employers with technical vacancies who received algorithmic candidate recommendations had a 20% higher fill rate than the control group. A freelance marketplace, not a traditional employer. Source ↗

  4. 4

Proven Improve the wording of applicants' resumes; treated job seekers were hired more often and employers were no less satisfied.

    Evidence

Wiles, Munyikwa and Horton, NBER Working Paper 30886 (2023), published in Management Science 2025: field experiment with about 500,000 job seekers on an online labor marketplace. Treated job seekers were hired 8% more often, with no evidence employers were less satisfied. Source ↗

  5. 5

Proven Test a screening tool for adverse impact by comparing selection rates between groups before and after launch.

    Evidence

29 CFR 1607.4(D), Uniform Guidelines on Employee Selection Procedures (current text): a selection rate for any group below four-fifths (80%) of the highest group's rate will generally be regarded by federal enforcement agencies as evidence of adverse impact. The rule is a screening test, not proof of discrimination. Source ↗

Applicants answer screening questions, AI asks, transcribes and scores them, and a recruiter reviews the results and decides.

What it can't do, or where the risk is

  1. 1

Can't Rank resumes without race and gender bias; three language models favored white-associated names in 85% of comparisons.

    Evidence

University of Washington, presented Oct 22, 2024 at AAAI/ACM AIES: 550+ real resumes, 3 million+ resume-to-job comparisons, 3 models, 9 occupations. White-associated names were preferred 85% of the time vs 9% for Black-associated names; male names 52% vs female 11%; Black male names were never ranked above white male names. A lab test, not a live hiring system. Source ↗

  2. 2

Can't Shift legal responsibility for screening outcomes to the software vendor; a court allowed claims that Workday acted as employers' agent.

    Evidence

Mobley v. Workday, N.D. Cal., Judge Rita Lin, May 16, 2025: preliminary certification of a nationwide ADEA collective of applicants aged 40+ since Sept 24, 2020 who were denied employment recommendations through Workday's platform. Allegations, not findings; the order was preliminary and the case continues. Source ↗

  3. 3

Can't Auto-reject applicants by age or sex through software rules.

    Evidence

EEOC, Sept 11, 2023: iTutorGroup paid $365,000 to settle EEOC v. iTutorGroup (No. 1:22-cv-02565) after its application software automatically rejected women aged 55+ and men aged 60+, more than 200 qualified applicants. Settlement terms included five years of EEOC monitoring. Source ↗

  4. 4

Can't Rely on regulators to catch non-compliant automated hiring tools.

    Evidence

New York State Comptroller audit, Dec 2, 2025, of NYC Local Law 144 enforcement (July 2023 to June 2025): the city agency received two complaints, found one instance of non-compliance among 32 companies reviewed, while auditors found at least 17 potential instances. Source ↗

  5. 5

Can't Infer candidates' emotions from video interviews in the EU; the practice has been banned since 2 February 2025.

    Evidence

EU AI Act Article 5(1)(f) prohibits AI systems that infer emotions of people in the workplace, except for medical or safety reasons. Prohibited-practice rules applied from 2 Feb 2025. Other recruiting AI is classed high-risk under Annex III. Source ↗

Resume ranking can favor certain names, auto-reject rules can be unlawful, and vendor tools still bind the employer.

Where to start

Small employer or agency

Start with scheduling and applicant questions. Keep a person on every reject-or-advance decision, and record who reviewed each one.

HR team at a larger company

Before any ranking or screening tool goes live, compare selection rates by group on pilot data using the four-fifths rule, and ask the vendor for its bias audit and its liability terms.

Job seeker

Use AI to tidy the wording of your resume, but keep every fact accurate. Expect some employers to screen with automated tools.

Cost & deployment reality

Verified starting prices for 2 of the tools below: $39 to $50 per month (median $44.5).

Screening tools are usually priced by interview volume. VoxScreen lists a free plan (50 candidates a month), $39 a month for 500 candidates and $149 a month for 2,000. Ribbon lists $499 a month for 100 interviews, $999 for 400 and $1,999 for 1,000, with overage of $4.00 to $2.50 per interview.

Legal exposure is the larger hidden cost. iTutorGroup's age-based auto-reject rules led to a $365,000 settlement and five years of EEOC monitoring. In New York City, employers must have an independent bias audit before using an automated tool, as the city's Local Law 144 page explains. Budget for audit fees and for recruiter time to review results.

The strongest result comes from a narrow setting: an entry-level call-centre recruiter in the Philippines, where recruiters still made every hiring decision. Broader roles and independent replications are still missing.

A typical failure pattern: a tool is switched on for all applicants, nobody tracks selection rates by group, and a complaint or lawsuit shows the gap later, as in the Workday age-discrimination case (collective certified in May 2025). Enforcement of audit rules is thin: New York's Comptroller found one non-compliance finding by the city where auditors found at least 17, so do not treat a quiet regulator as proof of compliance.

Rules are changing. Colorado replaced its AI Act with SB 26-189, effective 1 January 2027, and the EU moved its high-risk employment deadline to 2 December 2027. The ban on emotion inference at work already applies.
